Um, it worked out of the box for me on a rtx 4060
Replace “runner.exe” in ProgramData/Topaz Labs LLC/Topaz Video/Models

This solution is not permanent, it basically ask to run system check and re-download the starlight mini on every start-up.
It’s very permanent for me. I only had to download Starlight mini once
