Microsoft released the final version of the Microsoft .NET Framework 4.8 on April 18, 2019. The new installer for the version is available as a web installer and offline installer; since Microsoft prefers distribution via the web installer, it is difficult to find working offline installer links. About the .NET Framework 4.8 Language Pack
The .NET Framework 4.8 Language Pack contains translated error messages and other UI text for languages other than English. If you don’t install a language pack, this text is displayed in English. You can install multiple language packs on one computer, each for a different language.
Microsoft .NET Framework 4.8 Language Pack is available on Windows Update and on Windows Server Update Service (WSUS). It will be offered as a recommended update on Windows Update.
Note: A recommended update may be installed automatically on all supported platforms, based on your computer settings.
The .NET Framework is offered as a Web and Offline installer. The core difference is that the Web Installer requires an active Internet connection during installation as it needs to download components from Microsoft servers.
